Instead find a file that's a XCOMMOD type, right click and select Open File Location. Now here is the tricky part, the folder will likely lead to the same empty one as your game mods folder has. In the new browser go to where you unzipped all the mods and search for the one you want to use, we want to use WOTCSaintsRow3FemaleBoss1VoicePack-WTR so search that. We want to keep the XCOM mod location open. Copy the folder name, in this example WOTCSaintsRow3FemaleBoss1VoicePack-WTR or something similar, and open a new folder explorer.
Using an example at random, say you wanted Laura Bailey's Boss voice from Saints Row but the mod isn't working. If you ripped the mod off Steam I can pretty much guarantee it's not showing. Odds are some are missing, that X as squad member or voice pack isn't there despite it being installed.
